The purpose of this requirement is to have a TBIPS Supply Arrangement at our disposal to ensure that KM&S has the ability to build a temporary, flexible and skilled team of resources to meet the demands of the Real Property business lines and prepare the data in the existing systems for the migration to the NOVUS solution. The required services are to be provided through TBIPS Business Class Categories on an “as and when requested” basis through a Task Authorization (TA) process. The Contractor will be responsible for providing a team of dedicated IT professionals address specific IT needs in order to help KM&S achieve their operational and strategic objectives.
The B.6 Business Systems Analyst (level 3) must:
1. Develop and document a detailed statement of requirements for the proposed alternative recommended in the preliminary analysis report.
2. Perform business analyses of functional requirements to identify information, procedures, and decision flows.
3. Evaluate existing procedures and methods, identify and document items such as database content, structure, application subsystems, and develop data dictionary.
4. Define and document interfaces of manual to automated operations within application subsystems, to external systems, and between new and existing systems.
5. Identify candidate business processes for re-design, prototype potential solutions, provide tradeoff information and suggest a recommended course of action. Identify the modifications to the automated processes.
6. Define tests conditions, develop accurate and complete test plans, conduct testing according to plan.
7. Support and use the selected departmental methodologies.

Our Client requires two (2) level 3 programmer analysts on as and when requested basis to develop new components for the new web-based application version of NewsDesk.
NewsDesk is a well-established media-monitoring application used by over 60 government organizations that allows monitoring, filtering, searching, alerting and distribution of media content (newspapers, TV and radio transcripts, online). It was developed in house by Public Safety Canada staff and has been in production since 1997.
A new version of this application is being developed for the following reasons:
• To replace the current Microsoft Indexing Service search engine with the open source Apache Solr search engine
• To replace the current Treasury Board of Canada Secretariat Common Look and Feel (CLF) 2.0 web template with the Web Experience Toolkit (WET) web template
• To upgrade technologies to current standards including HTML5, ASP.NET 4.5
• To replace the current search syntax which the new search engine will provide
The purpose of this requirement will be for the proposed resources to work on the application components to transition the original News Desk application to use the new open source Apache Solr search engine. The resources will be responsible for such things as developing components of the news application such as an updated user interface, and integrating the new search engine into the business and data access layers and the database design of the application.
